FREQUENTLY ASKED QUESTIONS

A framework is an umbrella agreement that set out the specification, quantity, quality, price and other requirements of contracts. Suppliers compete through open competition to be appointed to a framework. Publicly funded bodies then access the suppliers that have successfully met the framework criteria by “calling off” individual.

GEN4 covers the EN:Procure’s latest generation of frameworks, incorporating many of the recommendations of the independent Constructing the Gold Standard Report and utilisation of  the FAC-1 Framework Agreement.

The Gen-4 framework fits the new requirements for public sector bodies in a fast-changing environment, with higher attention to data protection, the Modern Slavery Act, the Equality Act, sustainability, plus modern solutions for ESG goals.

Yes, they are SME-friendly, and we encourage SMEs to apply for our frameworks. We do this via a number of lotting strategies and suitable utilisation of selection criteria. However, our flexible capability matrices provide members with the ability to use additional requirements to ensure the most suitable contractors are selected to meet their needs

Our core operational area is Northern England (Yorkshire and Humberside, East Midlands, and North West England), but our frameworks and DPSs are generally structures to provide options to call off outside these areas within UK, should this apply please contact Carl Bairstow – Head of Membership Development and he will be able to  advise.

 

There is no fee to join our framework. Any fees associated with call offs will be advised on call off. The Contractors will include this fee within their price and EN shall recover our income for running and managing the Frameworks and DPSs on a paid when paid basis from the Contractors.

There are 2 call off routes under each Framework, these are:

Direct Selection. This is a simple mechanism that allows you to select the Contractors on the relevant lot without having to undertake a separate tender based on the framework rates to determine the most economically advantageous offer for your requirements, subject to capability/capacity assessment. This method is most suitable for works that are similar to that described in the overall framework at tender.

Mini Competition. Where all Eligible contractors capable of carrying out the work from the relevant lot are invited to tender. The ITT will set out the criteria to be used to determine the most economically advantageous tender detailing the questions, scoring mechanism, weighting and timescale. Once the Contractors have priced the works and submitted the required answers to the quality question, EN can analyse the submissions and produce an award recommendation report for the Client to review/accept.
