OVERVIEW
The Asbestos, Demolition & Water Hygiene Framework (GEN4) is a comprehensive framework agreement designed to support our Members in managing a wide range of essential works and consultancy services. Covering asbestos removal, demolition, water hygiene remedial works, and specialist consultancy for asbestos surveying and water hygiene management.
The Gen-4 framework fits the new requirements of public sector bodies in a fast-changing environment, with higher attention to data protection, the Modern Slavery Act, the Equality Act, sustainability, plus modern solutions to social value benefits.
Call-offs under the GEN4 framework can be tailored to suit project needs, from single-stage appointments to multi-stage procurement with early contractor involvement.
FRAMEWORK LOTS
54 contractors (47 are SME’s as per CAS requirments) who demonstrated relevant experience, competence and capability were appointed to at least one lot of the framework, however many were successful in being appointed to more than one.

CALL OFF
DIRECT SELECTION
This is a simple mechanism that allows you to select the Contractors on the relevant lot without having to undertake a separate tender based on the framework rates to determine the most economically advantageous offer for your requirements, subject to capability/capacity assessment. This method is most suitable for works that are similar to that described in the overall framework at tender.
MINI COMPETITION
Where all Eligible contractors capable of carrying out the work from the relevant lot are invited to tender. The ITT will set out the criteria to be used to determine the most economically advantageous tender detailing the questions, scoring mechanism, weighting and timescale. Once the Contractors have priced the works and submitted the required answers to the quality question, EN can analyse the submissions and produce an award recommendation report for the Client to review/accept.
DYNAMIC ESG DELIVERY
The framework has been carefully considered to align with the Government’s recommendations for Constructing the Gold Standard, emphasising quality, innovation and sustainability. Through a collaborative structure core group defence within the Framework Alliance Contract, EN:Procure and contractors will work together to reduce inflationary impacts on members, understand and map supply chains, generate greater social value and accelerate our contractors and members’ journeys to net zero

WHAT’S INCLUDED
The framework includes dynamic models for ESG delivery, reflecting many of the themes in the government’s Constructing the Gold Standard report. Contractors are required to deliver one ESG unit per £50,000 contract spend to provide a wide range of social, economic and environmental benefits for communities served by Efficiency North’s membership of social housing providers. Social value outcomes are measured through the National TOMS system.
