FREQUENTLY ASKED QUESTIONS
WHAT IS THE DIFFERENCE BETWEEN A FRAMEWORK AND THE DPS?
DPS is pre-approved list of contractors/suppliers. Contractors can apply for the DPS at any time. At the point of application to the DPS the contractor is not responding to a detailed specification or providing pricing. Therefore DPSs are always a two-stage process: the first stage is a general background check (due diligence check), and bids are submitted by the bidders in the further competition stage.
Frameworks differ in that terms, conditions and specifications are provided which contractors/suppliers have a “fixed” period of time to respond to. The response will cover a list of pass-fail criteria, qualitative responses and pricing that will be used to select a list of contractors to be awarded framework places. Generally, these terms, conditions and pricing will be maintained during the life of the framework (unless provision is made with the framework agreement). Contractors/suppliers may not apply for admission onto the framework outside the fixed time period, and therefore the list of contractors may not change (with the exception of insolvencies, terminations and the like). Frameworks also have the ability to award underlying contracts via direct award, as well as via mini-competitions.
WHAT IS THE DIFFERENCE BETWEEN DPS AND DYNAMIC MARKET?
The DPS is a procurement tool under the Public Contract Regulations 2015, and Dynamic Market is a procurement tool under The Public Regulations 2024. The DPS and the Dynamic Market are two different tools and each DPS will expire by 28 October 2028.
IS THERE A FEE TO JOIN EN:PROCURE’S DPS?
There is no fee to join our DPS. Any fees are associated with call offs will be advised on call off. The Contractors will include this fee within their price and Efficiency North shall recover our income for running and managing the Frameworks and DPSs on a paid when paid basis from the Contractors.
WHERE CAN I FIND THE APPROVED SUPPLIERS FOR THE DPS ON YOUR WEBSITE?
The DPS is a flexible system, and the pre-approved contractors’ list can be changed from time to time, so the approved contractors list is not visible on our website. Please contact [ add carl] whom will be able to share the current list of Contractors/Suppliers
ARE EN:PROCURE'S DPS SME FRIENDLY?
Yes, it is SME-friendly, and we encourage SMEs to apply for our frameworks. We do this via a number of lotting strategies and suitable utilisation of selection criteria. However, our flexible capability matrices provide members with the ability to use additional requirements to ensure the most suitable contractors are selected to meet their needs.
HOW DOES DPS WORK?
Inclusion on the Dynamic Purchasing System (DPS) is a two-stage process
Phase 1: Suppliers complete a standard Standard Selection Questionnaire (SSQ.) Suppliers who meet and pass the exclusion and selection criteria in the SSQ must be admitted to the DPS for the relevant categories. Rejected suppliers are given useful feedback to help them if they wish to do so later. Pricing information is usually not required at this stage
Phase 2: Approved buyers, or contracting authorities award individual contracts through the DPS. EN:Procure Ltd. invites all suppliers on the DPS (or for a particular DPS category) to compete and bid for a specific contract. Suppliers are not obliged to bid for all opportunities.
