New EN:Procure New Build framework out to tender

EN:Procure's 'Gen-4' £700m new build framework now open

EN:Procure has opened the bidding for the next iteration of its Framework for New Build Housing, valued at £700 million.

The latest ‘Gen-4’ version of the framework covers all aspects of new build housing, including design, site preparation and remediation, civil engineering and infrastructure works, new build construction and refurbishment.

The lots also cover the development of various property types, including mixed-use developments incorporating commercial or public infrastructure and buildings. Projects using the four-year framework will predominantly be situated in the North West, Yorkshire and Humber, and East Midlands, but may also extend to other areas of the country.

The previous version of the framework enabled the delivery of nearly 3,000 new homes, representing more than £480m of new build projects for social landlords and creating 121 apprenticeships for local people.

The lots for the updated framework are:

  • Lot 1 – Schemes up to a maximum of 10 units
  • Lot 2 – Schemes of between eight and 45 units
  • Lot 3 – Schemes of between 30 and 100 units
  • Lot 4 – Schemes of 70 units or over

The framework is the first to be procured under EN:Procure’s latest generation of tenders, incorporating the FAC-1 Framework Agreement and dynamic models for ESG delivery, reflecting many of the themes in the government’s ‘Constructing the Gold Standard’ report.

Efficiency North Chief Executive Lee Parkinson said: “This latest version of our Framework for New Build Housing gives the opportunity for contractors and designers to get involved with social housing projects that not only provide much needed homes, but also maximises the social value generated for the communities these developments are situated in.

“Those selected for the framework will not only be expected to complete the works to a high standard, but are expected to share our commitment to regeneration – specifically the creation of training, work placement, educational activity, direct and shared apprenticeship, and new employment opportunities.”

The tender deadline is now extended to 10 October 2023.
