Our Director of Operations Emma Mottram will lead this meeting and we're excited to welcome Mike Mousdale, Public Procurement and Projects lawyer with Browne Jacobson. Mike is recognised as a leading expert in local government law and will cover the Procurement Act 2023 to share his expert insights.

This session is a unique opportunity to get information about the upcoming procurement bill from a public procurement expert. 

Mike will deliver a 90-minute presentation covering the Procurement Act 2023 focusing on the key elements:

The session speakers:

Emma Mottram, Director of Operations, EN:Procure

Bringing more than 20 years’ experience of the public sector and expertise from her background in quantity surveying, Emma joined EN as Framework Operations Manager in  2015. 

Emma leads the team of Framework and Procurement Managers and is developing and managing EN:Procure's suite of frameworks, ensuring compliance with the Public Procurement Regulation and adherence to the respective framework agreements.

Mike Mousdale, Partner, Browne Jacobson

Mike is an experienced public sector lawyer, dealing with a broad range of commercial matters for local authorities and other public sector bodies. Mike began his career in local government and has since become recognised as a leading public procurement lawyer, advising upon some of the biggest schemes in the public sector, including regeneration, PFI/PPP and other large scale outsourcings. He also advises upon legal challenges in procurement exercises.

He regularly presents on public procurement and a variety of topics for the public sector. He has recently written the legal guidance for CIPFA on Insourcing.
