This session will focus upon bid evaluation under the Procurement Act 2023. It will also look at the new rules on debriefing bidders, with the replacement of standstill letters and introduction of a new standstill period. Topics covered in the session will include:

(ii)           Who should evaluate?

(iii)          Training evaluators

(iv)          Conflicts of interest

(v)           Drafting suitable questions

(vi)          Getting the right scoring matrix

  •  The evaluation process itself:

(i)            Scoring and the moderation process

(ii)           Record keeping

  • Post evaluation: the new assessment summaries

  • The new standstill period

  • Practical lessons from existing procurement case law
