Jay joined the EN team as Framework Manager in April 2017 bringing a wealth of public sector experience to support the Framework Operations Manager in overseeing and managing the call-off process and supporting member clients in procuring contracts for their new build housing programmes.
Originally from a Quantity Surveying background (BSc MRICS), Jay developed his skill and experience to become Lead QS, Project Manager (APMP & PRINCE2 Practitioner) and then Technical Lead providing input into major projects and programmes such as Secure Children’s’ Home (£15m), Building Schools for the Future Programmes at Braford MDC (£275m) and Leeds City Council (£130m); New Build Housing (£40m); Basic Need Primary Schools Programmes (£110m).
Jay has been involved in various major programmes helping Clients and Project Teams to develop schemes, procure tenders and deliver on site, both PFI and traditional New Build and Refurbishment.
Through his role as Senior Technical Manager he has gained significant experience leading projects teams comprising in-house clients, internal departments including Planning, Highways, Property and Legal, and external design consultants. He has developed the ability to build and maintain strong relationships with Clients, Consultants, Stakeholders Groups, Contractors and the like, and his project experience includes taking schemes from inception through to final handover and operation, taking a lead role in all aspects of the project (procurement strategy, feasibility, design, cost management, planning, tender process and post contract services including settlement of final accounts and claims and dispute resolution).
Jay was also involved in the procurement of consultancy frameworks at Bradford MDC and a Technical Advisory Framework for Leeds City Council; frameworks which he then went on to manage. He also has extensive experience working with various forms of contract and industry frameworks and has prepared himself and overseen the preparation of tender documentation, undertaking call-offs, carrying out mini competitions and awarding contracts.
Jay’s role within EN will assist members to adopt best practice and achieve efficiencies through advice and support in all areas of project development and procurement and extending to project delivery.
