Jed Turner

Jed established the Efficiency North Consortium for Yorkshire and Humberside, through the CLG Efficiency Challenge Fund and the Beacon Peerage Scheme.

He was also the project manager for the establishment of Kier Sheffield LLP, a PPP with responsibility for the maintenance and repairs of 42,000 council houses and other council buildings. In addition Jed project managed the procurement process for the delivery of the Decent Homes Investment Programme.

His current role is to provide the City Council with a Corporate overview of construction projects to help ensure successful delivery and to create a Construction Category Management approach to all construction related activity in Sheffield City Council.

Aims and objectives from involvement with Efficiency North

To make Efficiency North ‘the’ practitioner forum for Housing Construction and be recognised as the ‘best networking’ forum in the region.

Successes to date

Kier Sheffield LLP is a successful partnership that has won many accreditations including:

  • Partnership of the year at the Local Government Chronicle Awards in 2005;
  • Beacon Status in 2007 by the Government under the category of ‘transforming services through partnership working’;
  • 4Ps Innovation Award in 2006;
  • Contracts Journal Client of the Year Award 2007;
  • The Partnership has also been shortlisted for the Local Government Chronicle Awards in 2010.

For the Efficiency North Consortium:

  • 2006 SOPO Outstanding Procurement Achievement Awards for the South Yorkshire Consortium.
  • 2007 CIPS Celebrating Excellence in Purchasing and Supply Management – Best Public Procurement Project – Finalist.
  • Local Government Yorkshire and Humber Making a Difference Awards ‘Working Together To Improve 2009.

  • Communication stories published through our website/communications officer;
  • Raising the awareness of Efficiency North Learning events & encouraging relevant team members to attend;
  • Inviting Efficiency North to Sheffield City Council meetings to share knowledge & best practice
