EN Procure Asbestos Survey, Air Monitoring and Removal Framework Contract award

Following a high level of interest when the OJEU notice was posted in April 2013 and a subsequent rigorous evaluation exercise, Efficiency North are now pleased to announce that 19 contractors have been appointed to the new EN Procure Asbestos Survey, Air
Monitoring and Removal Framework.

With an estimated demand of £100m, the latest addition to Efficiency North’s growing suite of frameworks will mainly be applied to the asbestos surveying, removal/treatment and air testing of domestic properties in the social housing sector in the Yorkshire and Humber region; there will however be a requirement for asbestos removal works to other non-domestic properties over the framework’s lifetime.

The framework will have an initial duration of 4 years with options to extend beyond this duration.  St Leger Homes of Doncaster is the contracting authority on behalf of Efficiency North’s membership.

A project team made up of Efficiency North and St Leger Homes officers worked closely
together to ensure the highest level of accuracy evaluating responses of the single stage open tender procedure.

Provision is contractually embedded into the Framework for local training, apprenticeship and employment programmes, sustainability initiatives, SME and supplier engagement and local economic regeneration. The framework is designed to deliver expenditure and process efficiency savings of 10% against annual throughput. Any surplus revenue accrued is collected in a 4 Good Fund which can be accessed by authorities using the framework to fund projects which support the strategic themes of Efficiency North and realise social and economic benefits in the local community.
